Message | Mr. Speaker, It is the opinion of myself and the Foreign Secretary that despite the merits and many good things in these accords we must not ratify the agreement since it is not guaranteed by the agreement that all signatory nations will maintain proper records of their citizens such as identification cards. Message | Mr. Speaker I would like to reiterate that Article 4.1 allows national laws and regulations to override the articles of the Treaty, so this shouldn't be considered an open border agreement. |

Message | Mr. Speaker, I would like to ask our friends in the Rutania Party to reconsider their vote, the language in the Accords does state that national law supersedes the policy recommended by the Brahm Accords and our national policy is to not allow open borders. Not ratifying these Accords would be a great tragedy of our time and I believe history will view not ratifying a national mistake. The provisions allowing for and encouraging the expansion of commerce and industry are a great opportunity for Rutania. Prime Minister Elmer Clark |
