| Part 1: Article 1: In application of our nations constipation laws these practices will be put forward: Subsection, 1.1 - All men must serve a 2 year term in the armed forces as active personal. Ethier right after the finish high school, or there post-secondary. Subsection, 1.2. - After a individuals 2 year term is completed they will be put into the reserves that relate to where they served, ages 18-35 Subsection, 1.2.1--- Reserves will be called up once every 2 years to participate in 1 month long manoeuvres, in ethier the summer or winter on a alternating basis. Subsection, 1.3 - After a individual has completed there service in the reserves they will be put on the draft list and my be called up to serve in war times. 35-50 Subsection, 1.4 - If a individual choices to join the military and serve for 10 years, they will not have to join the reserves and will simply be put on the draft list till they reach the age of 50. Subsection, 1.5 - Any individual in the Nation has the right to volunteer in the Armed Forces, so long as they are of Age, in addition to meeting the Physical and Mental standards of there desired deployment. Subsection 1.6 - Any individual graduating from Post-Secondary education (Any Trade, Degrees, Diplomas, etc) may apply directly for a Officer or Specialist position for there 2 year term and reserve service, on the understanding that their application maybe overlooked for a more suitable candidate. Article 2: Exemption for service If a individual is a member of any of these groups they do not need to serve in the military. - Police - Firefighters - Medical Personnel - Active members of Paramilitaries - Anyone in public office - Members of the Maritime industries, (Shipping, Fishing, Light House Keepers, etc) Subsection, 2.1 - Paramilitary Conditions: In times of Crises and War, any and all Paramilitary Forces can, may, and will be Drafted, in addition to the possibility of there equipment being confiscated, with competition after the conflict. All drafted Paramilitary unites will be placed under the command of the National guard, Coast Guard or Army after there skills/performance is evaluated. Then Delegated to approbate positions. Example; Bozarland Militia, are Drafted: - Allowed to kept Equipment - Is place on Garrison Duty for Bozarland as to free up troops there. Subsection 2.2, Maritime Conditions: As the sea based shipping industry is potentially very vital in war times, in both Domestic and Foreign wars all these in the industry are excempt from serves on the understanding that they my be targeted during any wars, and that there serves maybe required by the government. Part 2: Article 3: Military Standards Break Down: The Rutinian Military will be broken Down into 5 Branches which will all report to the President and Ministry of Defence: - Army - Navy - Air Force - Coast Guard - National Guard Subsection, 3.1 - Army, Standards, - Volunteers Only - Moderate Physical Standards - Moderate Mental Standards Subsection, 3.2 - Navy, Standards, - Volunteers Only - Moderate Physical Standards - Above Average Mental Standards Subsection 3.3 - Air Force: Standards, - Volunteers Only - Moderate Physical Standards - Above Average Mental Standards Subsection 3.4 - Coast Guard: Standards, - Volunteers 1st, numbers then supplemented by conscripts that meet requirements. - Moderate Physical Standards - Moderate Mental Standards Subsection, 3.5 - National Guard: Subsection, 3.5.1 - Infantry, Standards, - Conscripts, long term serves up to 10 years is allowed but can be denied if numbers for long term surves are filled. - Moderate Physical Standards - Minimal Mental Standards (Literacy and Work place math skills) Subsection 3.5.2 - Artillery, Standards, - Volunteers 1st, conscripts meeting standards then supplement numbers - Moderate Physical Standards - Moderate Mental Standards Subsection, 3.5.3 - The Nation's Shelter Program will be under the Jurisdiction of the National Guard, Standards for Shelter Garrison, - Only individuals who are under the classification of long term serves my Garrison a Shelter - A individual must have served a minimum of 2 years before they can apply for a Shelter Garrison position. Part 3: (OOC: In this section there is a lot of missing information, in terms of equipment, and manpower which I will look into at a later date. And the Geography of the Nation. As such many of the information will be theory as the conscription laws must be finalized before I can start calculating numbers. As such there are two assumption I will have going in, please correct them if I'm wrong or you don't agree; - The population mobile would be similar to early post war Britain in terms of proportion of age brackets because of the 2 recent Civil Wars - That the Northern Areas of Bozarland, and the Bozarland/Kragusrov forigen bored areas are mountainous) In understanding Rutinia's positioning on the continent, it is of the utmost priority the Nation's Navy and Air Force must kept up to date and at the most optimal functioning potential as possible. In understanding this the Nation's Ground Forces have some leeway in decline. Article 4: Navel/Coast Guard Doctrine, (OOC: Key Information, recommend to be looked at before going feather, but not fully need, - The Composition of the Navy's would be similar to the South Koreas Navy.) A large section of Rutinia is coast line, as such this creates a unique problem. With such a great area to cover navy forces can be spread thin in terms of coverage. To deal with this problem Joint Operations between the Navy, Coast Guard, and also the Airforce are key. Coast Guard: Coast Guard Forces need to be numerous, but lightly equipped. Main consisting of a significantly large amount of light sea craft, and a minimal amount of Patrol boats and torpedo boats. In addition to this having small helicopter fleet would be ideal, if affordable. In peace time operations they are to simply patrol and police the Nation's waters. In addition to conducting search and rescue. In war times the Coast Guard would continue these functions, along with there added war time responsibilities. Basis Operation Protocols: - The Coast Guard is at act a a wide coverage sensor net across Rutinia Waters, and Maintain Coastal Defences. With the large amount of light sea crafts multiple continues potentials will be conducted. Once enemy fleets or vehicle enter the Net, Coast Guard forces will be immediately able to spot them and reliably track there movements. - If enemy forces are equal to or lesser then in strength to Coast Guard Forces in the Area, they may engage. - If not, they are to inform Navy and Air Forces. Then they are to maintain there distance and track the enemy, hearsing them if possible. - Once Navel or Air Forces have arrived the Coast Guard Forces in the Area are to assets in any ways possible. Depending on the size and distance of the Treat, the responses from the Navy or Air Force my change. As such it is the priority of the Coast Guard's Command to mark which targets are of the greatest threat and to inform which allied Branch to deal with them. Navy: The operations of the Navy are the same as the Coast Guard but to a lesser degree. In war times its function is rather simple, they are to act as the heavy hitting force in the waters, as such the navy's design is to forces on ship to ship/fleet to fleet combat. In a defensive role they will act in relation with the Coast Guard, moving to deal with Targets marked. Offensively they are to focus on hunting down the enemy fleet, and destroying it if capable. Then moving on to less targets. Article 5: Air Force Doctrine, The composition of the Rutinian Air Force will focus on a quick response, milt-role functions. They will act fire support for the Nation Guard, Army, and Coast Guard when called. And Air intersection, as they my be so what over taxed with this coverage of roles they are to not operate in offensive operations and my decline requests for fire support. Article 6: Ground Force Doctrines, In summary, it is highly recommended that the Rutinian Ground forces conduct themselves under the pretence that "Deep Operations" are the ideal end goal. Or at least a modified version of such. Army: The Army will act a the nations scalpel. They are to be equipped with the most modern weapons available, highly trained, and very mobile. In there function they don't need to be overly large, as to capitalize on the National Guards large mass, using them to hid there movement they can create even more surprise when fighting the enemy. They can be broken into two sections: - Mountaineers: Infantry specialized for fighting in the mountains. - Mechanized Infantry, --- With the support of self propelled guns --- Heavily use of APCs and AFVs Defensive Function, As they are more mobile then the National Guard they will stay behind the line, and move to weak points that need support or counter Attack when needed. Offensive Function, To act as line breaking units, and conduct Mobile Warfare when ever possible. National Guard: The Nation Guard is to act a a sludge hammer, using large amount of forces, and heavy fire support to deal with the enemy. As most soldiers will be conscripts moral would be very sensitive within these force needing the heavy reliance on numbers and fire support to maintain moral as more brutal the fighting the greater the tax on a man forced to fight. As well, since a large amount of manpower is required, small arms is where cuts should be made, opting for cheap reliable weapons rather then state of the arts ones. Peace time; - Maintain Bored Security, Bored Defences and Run Bored Check Points - Place Garrisons in each state - Maintain Shelters - Garrisons are to back up police as required and act as special fire teams for them. - To construct and maintain Defences Lines in Rutinian Mountains - Shall act as Security for the "People's Assembly", "Senate", and "President". War time: Basic concepts, Long term conflicts: The National Guards main focus is to act a a static defensive line, heavily entrenching and using fire support from, Artillery fire bases and the Air Force to smash/dull enemy assaults. On the offensive they will act as the initial attack force for Deep Operations, and the flooding force afterward. Before the attack, a build up of forces will occur across the line, of supplies, Army Force being brought up, Attacking forces and Reserve forces. In the start of the the offensive the mass of attacking forces will Assault the enemy along the whole front, with the aid of heavy fire support. This assault will last at most a few days to a week as it will be costly. Durning this time weak points are to be quickly spotted and Army forces positioned to attack it, and Reverse positioned to exploit. Once a expectable number of weak points are found the seconds set of attacks will happen, with Army forces assaulting the weak points looking to break through the line. If a breakthrough happens the Army forces are to keep pushing through to allow Reserves to flood in. The Army Forces once on the other side of the line will focus on disrupting supply lines, communication, taking strong point and creating as much havoc as possible. Durning this the Resrves will flood through the gaps splitting into two groups those supporting the Army's actions, and those to support the Attacking focuses. Those supporting the attacking force will attempt to encircle the enemy, preventing retreat and creating pockets. The end goal of Deep Operations is primarily to destroy the Enemies back line, creating disorder, and stopping the enemy's military infrastructure from working, taking away the ability for enemy's army to fight as a whole, and potential causing it to collapse from the mass loss of structure. In short, rather then destroying a Nation's Army preventing it from being able to fight, you are destroying the Nation itself taking away its Army's ability to fight. Short term, The short term strategy for the National Guard can be rather overly simple. It should be a reasonable offensive as soon as possible, with a continues sweeping push. It should not stop, if sections of heavy resistance are found they should be avoiding, and simply surround them as the front line pushes over them. As towered Artillery are sure to fall behind, they are to form fire base and bombarded the pockets that are created into submission. As movement and momentum are very important in this set of operations, the Air Force will be given Direct orders to prioritize fire support for the front line. It the start of the assault the National Guard maybe on the front line but, they should eventually be overtaken by Army forces. |

| Message | Mr. Speaker. This was to Modernize our Nations conscription laws and, military doctrine. This was a simple Bill of administration. As such the RP needs more clarity on the PPR's objections, is it with the actual sections of the bill? If so we would have loved to hear there issues, and perhaps even a counter proposals, in terms of military function, more then one point of view is key as there maybe better proposals we had not thought of. Or is the PPR's issue with the act of conscription, if so this is the wrong bill to be doing a protest vote. The act of conscription is apart of a seperate set of legislation enterly, and if the PPR, wish for conscription to stop they should look at the legislation that relates with said act. So before the RP can address the PPR's question Mr. Speaker we must know, is the issue with the function of the proposal or the nations practice of conscription? |

| Message | Mr. Speaker, The PPR has been a vocal opponent of conscription and forcing citizens to be in the army since it's founding. However, we also have a problem with much of this. For example: Subsection, 1.1 - All men must serve a 2 year term in the armed forces as active personal. Ethier right after the finish high school, or there post-secondary. Why are only men required? Women are just as able as men. This is just an example of the underlying disorganized tones in this proposal, we could never support this. |
