| Elio Bertinotti, Minister of Health and Social Services: "Hon. MPs, as announced, the government present this bill to reform the pensions in Istalia. We will change the retirement age to 65, this to adapt the national policies to the social and economic situation of Istalia. Today our citizens, being able to enjoy health services and quality of life among the highest in the world, live longer in strength and health than past generations. This not only removes forces still capable of working and contributing to the prosperity of the country, but also makes it increasingly difficult for the public administration to provide social security for the elderly, especially when more and more of them survive after retirement for decades, some also overtaking the number of working years accumulated. The economy is expanding and more and more jobs are being created and available, so addressing such a reform at this time will not limit the possibility of generational replacement or job opportunities for the younger, but will surely ease the weight in the coming years of the social security and will adapt the national regulations to the social reality of the country. About the reform of the Pension System, we are aimed to allow to our citizens to choise what kind of service they want to assure their pension. We won't abolish the public system, not at all, no changement will be enforced in the current services but they will be any more mandatory. And LP want invite all those opposite to this reform, who can fear the possibility to have citizens without pensions, to remeber that the State already graants a minimum income to all their citizens which already constitute a social pension. We believe that it is essential to raise the professional retirement age, at which point workers may begin drawing pension benefits, not only due to the increased life expectancy, but also to enhance economic productivity. It is well known that the final years of one's employed life have some of the highest productivity boosts, as they have a great amount of experience and specialized knowledge that they can pass on to younger generations. As for the pension system reform, we strongly believe that a compulsory public pension is unjust as it detracts from better investment decisions made by individuals, who gauge their own time horizon and risk tolerance. A voluntary public pension, coupled with voluntary private pension plans, is far and away the best solution for the Istalian people." |
