We nominate Deng Jinhai of the Nationalist Party to serve as Chair of the Constitutional Convention.

We propose that the conditions of his mandate shall be to:

1. Preserve the name, flag, and key symbols of the State of Yingdala.
2. Articulate the powers and responsibilities of the new President, Premier, Cabinet, and National Assembly, as well as a proposed framework for the relationship between the national, provincial, and local authorities.
3. Work with all major parties represented in the National Assembly to arrive at a consensus around the text of the new Constitution.
