Conscript Fathers and Mothers,

Peace be with you all! I come before you to propose this law as a compromise between the many who wish for a more thorough moral and religious education of their children according to their own confession (taking into account, of course, the guidelines of the National Curriculum that should prevent indoctrination), including the importance of prayer, and the equally plentiful group of people who believes public education should be free of such things. We therefore propose to forge an alliance by putting the public and religious schools on equal financial footing and outlawing school prayer anywhere outside the church schools.

I further wish to inform the Senate that I intend to use my discretionary powers to fund private schools to establish funding contracts with any school, particularly religious schools, that wishes to apply, providing that they accept the full national curriculum as regards to world religion at the very least.
