1. Foreign affairs: There is an increase in foreign aid, to keep it at 0.7% of the budget.
2. Internal affairs: Previous spending by the federal and local governments totalled INS 90 billion (INS 45 billion each). Now the federal government has taken responsibility for all such spending. However, a cost reduction of INS 10 billion is made possible through private-sector policing.
3. Defence: As we continue to develop our armed forces, we request this increase. INS 15 billion are for military R&D.
4. Education: As pre-school education is now means-tested, its budget has been reduced from INS 9 billion to 3 billion: only the poorest third of households qualify for pre-school vouchers.
5. Culture: Spending has been reduced by INS 6 billion, as the government no longer supports museums.
