Message | 265 is divisible by 5 and yields 53. 53 is a prime number, what means no tie is ever possible between 2, 3 or 4 parties. The risk of an extremely rare tie between 5 is very unlikely but exists - it is accepted for the sake of equality between states. 315 is divisible by 5 and yields 63. 63 is divisible by 3, 7 and 9. This means ties are much more likely to happen and leave our Congress hung. The increase in proportionality is practically negligible, but the increase in potential trouble for our Congress is not. Let's stop this reform. |
