| OOC: **WRITTEN MOSTLY BY AND IN FULL CONJUNCTION WITH THE ZS-ZP** In short, this bill will replace the Nationality Councils set in http://classic.particracy.net/viewbill.php?billid=524547, and to replace them with state parliaments with certain degrees of power and autonomy. Chapter I. - Zergon ------------------------- Section I. - The National Assembly for Zergon Article 1.1 There shall be an Assembly for Zergon to be known as the "National Assembly for Zergon" or "Nacionalno Vijeće Zergona". Article 1.2 The Assembly shall be situated in Zaošuma,Zergon. Article 2.1 The Assembly shall be made of 150 seats. Article 2.2 The Assembly shall be headed by the First Minister of Zergon. Article 2.3 The First Minister shall be elected in the Assemby. Article 2.4 The Assembly election shall happen at the same time as the Parliamentary election of Endralon.(OOC: The election shall happen using the result for the Zergon State election.Each party will then get seats,depending on the percantage of votes they got.) Article 3.1 The powers of the National Assembly for Zergon are as follows: (a)Passing,with a simple majority,a State Curriculum,enviromental,health, & internal affairs policies (b)Passing,with a simple majority,a State budget (c)Passing,with a simple majority, (d)Passing,with a 2/3rds majority,a vote of no confidence to the First Minister.The ruling party must then appoint another First Minister who has to be approved by the Assembly.If the ruling party fails,an early election is triggered. Article 3.2 Each bill adressed to the Zergon Assembly has to be marked with [NVZ] in its name. Section II. - First Minister of Zergon Article 4. The First Minister shall be the State Representative to the world and the naation of Endralon.He shall act as the Head of Government of Zergon. Article 5. The Powers of the First Minister: (a)Issuing a Veto on an Assembly passed Bill.Has to be issued within 6 months of the Bill being passed. (b)Proposing a Bill to the Endralon parliament in the name of Zergon. Chapter II. - Hugalon --------------------------- Section I. - The National Assembly for Hugalon Article 1.1 There shall be an Assembly for Hugalon to be known as the "National Assembly for Hugalon" or "Državni zbor Havángalov". Article 1.2 The Assembly shall be situated in Crndvorac, Hugalon. Article 2.1 The Assembly shall be made of 130 seats . Article 2.2 The Assembly shall be headed by the "First Minister of Hugalon" or "Prvi Minister za Havángalev". Article 2.3 The "Prvi Minister za Havángalev" shall be determined by the the party with the largest amount of seats. Article 2.4 The "Prvi Minister za Havángalev" shall be the leader and representative of the Assembly and the Hugalon Nation. Article 2.5 Any Member of Assembly may propose legislation, which by due process, will pass or fail. Article 2.6 Only ONE member of assembly can chair one seat. Section II. - Powers of the National Assembly for Hugalon Article 3.1 Defining the powers of the Assembly (a)Passing a bill, with a simple majority, a State Curriculum, environmental, health, & internal affairs policies. (b)Passing a bill ,with a simple majority, a State budget. (c)Passing a bill ,with a simple majority, laws concerning Hugalon only (d)Passing,with a 2/3rds majority, a vote of no confidence to the First Minister. The ruling party must then appoint another First Minister who has to be approved by the Assembly. Article 3.2 Any bill addressed to the National Assembly of Hugalon writen by the Szövetségi Parlament must be marked with [NAH] in its name. Section III. Elections Article 4.1 A state election for the National Assembly of Hugalon will be held every time an election for the Szövetségi Parlament occurs. (OOC: The election shall happen using the result for the Hugalon State election. Each party will then get seats, depending on the percantage of votes they received). |
