Description[?]:

The Patriots House of Luthori and the Bundestag of Narikaton und Darnussia do hereby recognise that peace is the ultimate goal between both nations, and that they both have a responsibility to facilitate this.

Therefore, both bodies do agree to the following;

-A reduction of military personnel at the 'Wall' to be scaled at 10% every year, for 5 years, until the 'Wall' is de-militarised. If an overall deal is met, this should continue at a rate of 20% until all military forces are replaced by a joint civilian police border force.
-Ban on increases in military number effective immediately. Arms may still be present at checkpoints with a civilian police border force.
-The withdrawal of all armoured vehicles, anti-aircraft, anti-tank and artillery weapons from the 'Wall', maintaining a distance of 2 miles.
-Joint military exercises will be conducted at the Wall annually in August, co-ordinated by the Ministries of Defence in both nations.
-Joint recreational activities will be undertaken regularly, co-ordinated by the Ministries of Defence in both nations.

Once the Wall is de-militarised, both nations shall meet in Fort William, Luthori, to discuss the dismantling of the 'Wall' and in Merengurg, Narikaton und Darnussia to discuss moving forward without the 'Wall'.

MessageFirstly I wish to convey my thanks and gratitude to this government and the chancellors attempts to improving diplomatic relations between Luthori and the Federal Republic of Narikaton & Darnussia. We hope, after the next election whatever form of government is elected, they will commit to continuing improve diplomatic relations between our nation and other outlooking foreign powers.

What concerns our party and much of the public is the lack of security and checks the government propose and whether such minimal checks will eventually lead to freedom of movement and illegal immigration. Can the government deliver a direct and straight response to our concerns?

MessageFirstly we thank you for your support -- these negotiations are vital and we hope to ensure that all parties are represented -- perhaps exempting the TE, if we can even call them a party, ha!

We see your concern.

We will answer in two parts: firstly, immigration. We don't support freedom of movement in this situation. We feel that any final deal should include provisions -- only the official standard Visa requirements should be required, nothing additional to those because of our relationship... If neither government has concerned over ideology -- as in, they're not extremists -- criminal records, dangerous contacts... basically, if we deem them safe and the Luthorians deem them safe, we shall allow them entry if they have a university position (and once they have finished their studies they shall have one year to find a good, steady job or career, in which case they can stay for so long as they continue to pass the terms), a business registered here, a guaranteed job or necessary skills in which we lack in our labour force. Jobless, skillless immigration will not be allowed. To summarise, you would need to pass the Viss requirements, security checks, checks on extremism or dangerous links, and finally have studies, skills or jobs. We feel this is a good balance between closed borders and free movement, a good middle ground. In addition, we have proposed that non-working tourists can stay for ten days without a visa. Of course all of these guarantees will made for our people to their nation.

With regards to the immediate bill at hand, the de-militarisation of the Wall -- which we intend to persue BEFORE a full agreement is reached, as explained in the description -- we think that demilitarisation will not affect security. We intend only to demilitarise 50% currently over 5 years, unless we reach an overall agreement -- and we're certain we will -- in which case all forces will be moved away and replaced by an order force -- armed.

This will also allow us to focus forces away from the mostly useless Wall to the more important areas of our military establishment.

Is that satisfactory? We are always willing to take into account the views of other parties and the public now we have begun the final stage of negotiations. If you have any concerns, feel free to raise them any time.
