Description[?]:

AN ACT to established the conduct of motorists and cyclists on the national roads ways, and to implement safety measures for both cyclists and motorists on the national road ways.

Article 1: Government Infrastructure
(a) the Ministry of Transport and Infrastructure is obligated to ensure the implementation of two cycle ways alongside all national and rural roads throughout the nation.
(b) Cycle-ways near major roads (where intense traffic is known to occur and where the speed limit is over 60 km/h) have be separate (segregated) from said roads and must be protected by guard-railings separating the major roadway from the cycle-way.
(c) Cyclists and motorists shall share roadways (where traffic is known to be a low and where the speed limit is 30 km/h and below)
(d) Cyclists and pedestrians may use tunnels (where a cycling lane and pavement is available), otherwise where it pertains to tunnels on major roadways (as defined in Section B), cyclists and pedestrians are prohibited from using said tunnel.
(e) The Ministry of Infrastructure and Transport shall establish "Bike only streets" in which bicycles are considered to be the primary form of transportation and motor vehicles are prohibited to enter.
(f) The Ministry of Infrastructure and Transport shall establish "Cooperative streets" in which bicycles are considered to be the primary form of transportation however, motor vehicles are allowed to e aid street once they maintain a speed limit of about 25 km/h or lower.
(g) the Ministry of Infrastructure and Transport shall establish a "Syklemotorveier (cycling highways)" intended for cycling longer distances for practical reasons such as commuting or for sport and exercise. Said syklemotorveier shall be maintained by local authorities through the Department for Highway and Roads Administration.
(h) the Ministry of Infrastructure and Transport shall established comfortable parking for cyclists and motorists of the like. For cyclists, bicycle parking shall be made available by every business office. For motorists, the establishment of stable (free and payed) parking lots (to be built in the tower formation to increase capacity with limited ground space).

Article 2: Road Safety
(a) The Infrastructure and Transport Ministry has implement 2+1 road design ( consisting of two lanes in one direction and one lane in the other, alternating every few kilometres, and separated usually with a steel cable barrier) on motorway throughout the country, might it be existing roads or roads to be constructed in the future.
(b) The Infrastructure and Transport Ministry has implement an intersection crosswalk (that temporarily stops all vehicular traffic, thereby allowing pedestrians to cross an intersection in every direction, including diagonally, at the same time) within intersections across the country.
(c) The Infrastructure and Transport Ministry has implement lowered speed limits in the following areas:- Locations with possible conflicts between pedestrians, cyclists and cars: 30 km/h (20 mph), Intersections with possible side impacts between cars: 50 km/h (30 mph), Roads with possible frontal impacts between cars: 70 km/h (45 mph) and Roads with no possibility of a side impact or frontal impact: 100 km/h (60 mph).
(d) The Infrastructure and Transport Ministry shall work closely with the various law enforcement agencies on enforcing the speed limits previously established and shall pursue the necessary course of action needed to counter the clout of road-related fatalities.

Article 3: Promotion of Transportation Services and Apparatuses
(a) the Ministry of Infrastructure and Transport shall obligate the Department for Transnational Transportation to make provisions and make services available for the use of cyclists and pedestrians. Services such as: allowing bicycles to be brought onto train, ferries and aircraft (for aircraft bicycle must be fold-able and permission from airline should be obtained prior to boarding).
(b) the government shall (through the Royal Railway Corporation) establish a subsidised programme known as the Sykkeltjenesten (the Bike Service), in which individuals can either purchase or rent bicycles for transportation or leisure uses. Note:- membership of the programme must first be obtained in order to use said services.
(c) Under the Sykkeltjenesten programme, individuals are eligible to obtain bicycle insurance in the event of destruction, theft or loss of said bicycle. Applications for insurance should be done under the Syklisterforsikringsprogram (Cyclists Insurance Programme) under the Section for Insurance Policy of the Ministry of Justice.
(d) The Public Transportation Service and the Royal Railway Corporation shall shift from a payed transportation modem to an entirely free-publicly funded transportation modem. National TOCs are obligated under the Directorate-General for Transport to provide free and high qualities services to the general public, whilst Private TOCs are allowed to provide payed services to the general public.

*this is a normal law and as such it would require a 2/3 majority of the Stortinget (with respect to seats) to be amended/abolished.

We find the basis of this bill and the vast majority of its contents very favourable. It is time that this nation acts for increasing transportation safety and promoting a multi-modal system.

By and large we agree with each provision of this act and would like to see it implemented as soon as possible, however we'd like to propose a couple amendments on some particularities.

Firstly on Article 1.a, could you please clarify the scope of national and rural roads? Are urban most streets under municipal or central jurisdiction? What portion of the overall network falls under this scope?

For Article 1.b, we suggest that this clause take effect on major roadways over 30 km/h. The type of barrier should also be expanded to suit the context, be it guard-rails, concrete islands, bollards, or a parking lane.

For article 1.h, we oppose codifying automobile parking standard for development; and wish to discourage development that provides vehicle parking. Parking spaces for bikes should be incentivized.

Finally, on Article 2.c, while we find the speed limit criteria interesting, we would like to see a specific national standard in urban centres for 30 km/h speed limit on non-arterial roads, and 50km/h speed limit on arterial roads.

National Roads (in this case pertains to the highways), Municipal (Rural Roads) pertains to regular streets, dirt roads, etc. These roads are under the jurisdiction of the central government.
