I do not think this is necessary. The current number of bills make all parties think clearly about which proposals they wish to make and why and it helps to stimulate better debate.

If we were to increase the proposal quota to 15 a year it would mean - assuming an eight party system - Congress could potentially have to deal with 120 bills a year (OOC 120 every two days). This is far too many and given that certain parties keep putting forward the same bills over and over again with little debate, I think it would dilute what debate we have already and make the system very mechanical.
