Description[?]:

In the interests of fostering a long-term consensus between Hobrazia's political parties, the KPH proposes the establishment of a committee to evaluate candidates for parole. The committee will consist of a member from each of the KPH, PPH, RFPH and LKP, with an independent director from the Hobrazian Prison Service, who will hold a casting vote.

The terms of reference for the committee will be to recommend the release of civil war combatants who:

- did not hold a leadership role within the rebel movement (defined as commanding five or more rebels);
- have maintained an excellent disciplinary record within prison; and
- have no on-going terrorist connections.

Based on an initial evaluatory sample, we would expect the committee to recommend release in around three out of four cases.

In order to facilitate this process, we propose reforms to rules relating to paramilitaries and duelling. This is required so that the families of the victims feel safe within their own country.

The above bill and process has the support of President Anna-Michaela Holjoecki.
