Message | There are situations, which aren't dangerous enough to impose the state of emergency, but are dangerous enough to be a threat to public safety. If this bill passes, police will have hands tied, for example, during violent demonstrations. |

Message | Mr. Marshall, High Chamber, Then why would the government allow for those violent demonstrations to take place in the first place? And the answer is no. Hands won't be tied. The government would have to declare a state of emergency. But let's not forget that we are talking about two separate issues. Public Gathering is not equal with violent demonstrations where people are posed to danger. That's illegal and therefore this gathering would be illegal and the police may intervene freely. Message | Let's picture a following situation: A public gathering is registered and it begins according to plan. But during the gathering, the tension increases and the gathering starts to be a threat to public safety and order. What then? Besides, according to my colleague, public authorities are able to foresee, if the gathering will impose a danger to the public safety, or not. As I believe in our government, I think, that this is simply impossible. Nobody can say for certain, that this or that public gathering will be safe. |
