Message[OOC] Only letting the HoS submit cabinet proposals has ruined much of this game imo. If the HoS' party is inactive, we get no cabinet, and coalitions are so much more awkward, predictable, exclusive and just clunky. It's time we went back to the old, more fun system.

MessageLetting every party submit just led to people submitting unrealistic (in terms of people accepting them) coalitions. Largest party or HoS are the best ways to do it.
