Mr Speaker The Progressive Liberals are a big defender of free healthcare for anyone. As healthcare is a crucial human right we will do anything to provide free health for everyone in Mordusia. Therefore we propose the following: *Health care should be privatized. Not to lower costs. But to provide everyone free health care. The budget can stay the same while offering better service to our people. *A hospital can not make a profit bigger then 12%. This to maintain a human face. As we know this profit margin is very low this will still be cheaper then the government owning everything. *The government should help everyone who needs medication. That's why we propose that everyone earning less then 18000 a year should get his/her medication payed back by a 100%. People earning more then 18000 and less then 35000 should get it payed back by 75%. Everyone earning more then 35000 gets it payed back by 50%. This also be paid with money we saved from the privatization. *Health care insurance will also be subsidized by the government. Also here corporations can not make a profit margin higher then 12%. |

Message | We have always supported the privatisation of healthcare and both of these policies were proposed under MurphyCare Part VII. The article on private healthcare specifically stated "Currently local governments decide on healthcare policies which is not what should be happening. Healthcare is a national issue and should be decided on by the national government not local governments. We cannot have different healthcare policies for different areas, we must have one policy that will suit all places in Mordusia. We propose that the healthcare system is private so that our citizens get the finest of healthcare. The Private System will be equipped with the best equipment and will ensure that our citizens have access to the best health. Although private healthcare is fantastic, it is also highly expensive but we can assist with the cost for everyone through subsidisation. Message | Privatisation lowers costs in the immediate timeframe, however when you then begin handing out subsidies, private owners inflate prices as they know the government will continue to pay for them. Your profit cap of 12% will have to factor in corporation taxes (10%) meaning it is really a 22% profit margin. Then if we assume a healthy inflation rate of 2% per year you can start to see how this isnt cost effective in the long term. Almost all private health care systems cost more and have worse outcomes. Basic maths shows why it isnt cheaper. If the state was purchasing medical equipment and drugs etc, it wouldn't apply a profit motive. This means already the costs are much lower. Then if you take the collective ownership of the state health care system, it is scrutinised more and held to a much higher standard as everyone is a contributer and service user (potentially). So my example is from a micro-economic scale. EXAMPLE - STATE HEALTH CARE MHS purchases a piece of equipment for cancer treatment at 500 MRD per treatment. This is already paid for by the taxes we all pay and doesnt need to be sold at a profit, meaning costs are fully covered for the state and the individual. EXAMPLE - PRIVATE HEALTH CARE United Health purchases a new piece of equipment for cancer treatment at 500 MRD per treatment. This company is subsidised to cover the costs of all citizens with the policy allowing them to make a profit of a margin of 12%. This means they are now charging 560 MRD, however they also have to take into account corporation taxes at 10% so the cost is now 626 MRD We then add in potential inflation of 2% 638.52 MRD. The private health care provider can also increase further by artificially inflating company outgoings (giving the CEO pay rise or purchasing additional items to avoid paying higher rates of corporation tax and still receiving the benefits of subsidization). Message | As we may say. According to Bill from the socialist party, people need to pay their health care by them selves. As there is no free public healthcare. Further we think the socialists are turning the facts here. There is a cap on the profit. It's not that they will make 12% profit. Further as there will be some competition we rather see them making a profit around 4 to 6%. Also medicines are being paid back. Something what wasn't paid back before. This will make it cheaper in total. Medicines will be paid back at least 50%. By letting the wealthier people pay 50% of their medications we can compensate the extra cost. |

Message | Everyone pays tax, so whether directly or indirectly funding these commitments comes from them anyway. We are simply saying that funding increases can be made due to the taxes this house has placed on everyone. Take our examples based on basic mathematics.
