We feel that all parties should be permitted the chance to propose cabinets, otherwise we have the current situation, where a cabinet stagnates, does not have all of its posiiton filled, and is generally useless.

Messagehe Cabinet is the government, as such it has the Foreign, Prime and Finance Ministry options, plus the other Ministries can all RP their actions. ZP, if we are going to have the current situation where only the HoS can propose cabinets, at least propose some.
