Message | Members of Congress, Obviously Articles 2, 3, and 4 are not changing unconstitutional laws. Article 2 just follows from Article 1, and Article 3 and 4 just change some technicalities in the process. Additionally Article 3 doesn't make any sense, we have one legislative assembly, not two. Additionally I cannot find it anywhere in the constitution that the head of state must be the head of government. Indeed if we look at Article 4 (The Executive): (1a) The executive power shall be vested in the President and Commander-in-Chief and the Cabinet. (1b) The executive power belongs to the President and Commander-in-Chief, but shall be exercised by the Cabinet. The President and Commander-in-Chief shall not be subject to responsibility; the members of the Cabinet are responsible. We obviously follow the first, however both clearly show that the President and Commander-in-Chief and the cabinet are separate with the use of an 'and' without any qualifier.
