ARTICLE 1: GENERATION

Every individual, private company or publicly-owned company is allowed to generate electrical energy within the limits of law.

ARTICLE 2: GRID

Energy generated by individuals, private companies or publicly-owned companies can flow into the publicly-owned national grid, managed by the government-owned Likatonian Energy Grid Developer (LeGriD).

ARTICLE 3: COMMERCIALIZATION

Generating individuals or companies are allowed to sell their energy to clients by themselves. These clients can be either in Likatonia or in foreign nations, in that case export laws and tariffs would apply.
· If more energy is generated than sold by the company, the remainder energy will be bought by LeGriD at a price fixed everyday based on demand -
but always much cheaper than the market price. In case of excess of energy, LeGriD may sell it abroad. In case of very low demand, the price will be so low that generating companies would make losses unless they turned off generation (they will be advised by LeGriD to do so).
· If more energy is sold than generated by the company, it will be provided by LeGriD to the clients (eventually bought from foreign countries if necessary) and the income made on that excess energy will be paid to LeGriD in full.

ARTICLE 4: ENERGY TAX

Energy will be taxed based on the contamination caused during generation.
- Completely clean energy (solar, wind, geothermal, hydroelectric, nuclear) will be taxed as an essential good. [currently 7%]
- The most contaminant sources (coal burning) will be taxed five times the luxury goods tax [with the current LGT, 70%]
- Other sources of energy will be taxed interpolating the contamination caused between zero and the maximum [e.g. let emissions be half of coal burning, tax would be (70-7)/2+7=38.5%]
This way, the cleaner the energy, the more economical for the user and the more profitable for the generating agent.

We are happy to see us make strides towards clean energy, and do not oppose this; however, we must ensure that this excess revenue is spent appropriately. Therefore, I move to create the Enegy Revenue Oversight Committee, headed by Senator John K. Johnson, to oversee, and appropriate all Federal Energy Revenues. This committee will include at least one member of any party, upon that parties request. Thank you.
