This will help the country economically as private industry is much more efficient and attract more foreign investment. Also, with the registering of all pets in the country, the government would be able to reduce pet violence in Luthoria, which is demanded by many citizens. Also, forbidding trading of endangered animals prevents them from being captured and thus helps them be free in their natural habitat.
