In order to address the strain currently being placed on the Commonwealth to process and handle the abnormal amount of refugee applicants this government proposes to limit the total number of refugees that we shall accept in Rutania. Furthermore we would like to garner feedback from the provinces on their ability to handle and properly integrate the refugees, thus we propose this bill.

Article I
The Commonwealth of Rutania shall accept no more than 10,000 refugees per year. The 10,000 will be accepted on a first come first serve basis based on when their application was received. Applicants would still have to comply with the Commonwealths laws on refugees

Article II
Any province within the Commonwealth shall maintain the right to exclusively deny any and all refugees with approval from the Peoples Assembly. The governments of any such province would need to present their case for denying refugees to a hearing of the Peoples Assembly
