Messagethis is technically different hes proposing the reverse bill for a bill thats passed , which simply canvases his position to the electorate you proposed the exact same bill twice even though nothing about your degree of success would have changed thus you were double canvasing votes which is cheating. This is only allowed when you have made a deal with another party to guarantee a victory the second time round.
