This bill establishes the Alorian Protective Service, which is tasked with the protection of the Alorian Cabinet and Head of State, as well as the protection of members of the national legislature and the national judiciary. Article 1 The Alorian Protective Service (APS) will be under the auspices of the Ministry of Justice. The APS will be headed by a Director of the APS, who serves at the discretion of the Minister of Justice. Article 2 The APS will be empowered with the protection of the members of the Alorian Cabinet and Head of State. The APS will provide around the clock physical protection of the Head of State and Head of Government, including at public events. The APS will provide security at public events for all members of the Alorian Cabinet, and will provide around the clock protection for any member of the Cabinet which requests such protection. Article 3 The APS will be empowered to provide protection to any member of the Senate and the national judiciary which requests protection. This protection can be given at any level requested, and must be approved by the Minister of Justice for a defined duration not exceeding the term of office for the official. APS protection can be renewed any number of times. Article 4 The APS will be given all powers of policing available under the law to national police. Under any police power granted to national police, the APS will have the primary duty of investigating violence and threats of violence against the Head of State, Head of Government, and the Alorian Cabinet. The APS is barred from investigating crimes which have no connection to this primary duty. The APS is tasked with communicating with local and national police when appropriate. Article 5 The APS will be funded via the funds of the Ministry of Justice. In times of declared war or a nationwide emergency, the Ministry of Defence will be required to provide funding which amounts to at least 25% of the funding provided by the Ministry of Justice. The office of the Head of Government is also empowered to provide funding to the APS at the discretion of the Head of Government. |
