MessageWe can see the good intentions behind this proposal, but we believe that this would create a situation where there would be very little incentive to innovate in technology or art if the inventor or artist isn't adequately rewarded for his creation.

MessageBut... isn't it a regulation of the market, to allow am external force to control what the producer can produce?

(To AM PSS... I was a little surprised, myself:-)...)

MessageIt is no more regulation of the market than it is regulation if I cannot steal your car and sell it freely.

The fruits of my hands are mine to distribute as I see fit; so also are the fruits of my mind. It is theft, pure and simple, if anyone can come into my orchard and take my apples. It is no less theft if they can take the art which I labor over and freely distribute it.
