Rutania has more than half a century of peace, the Artanian Union is alive and strongly functioning. We believe the time is now ripe to move forward toward greater regional peace and security. We propose that Rutania end its current policy and vow to never create nuclear weapons, this should be followed by calling on most if not all AU nations to do the same, the world will be safer without nuclear weapons. |

Proposal[?] to change The policy with respect to nuclear weaponry.
Old value:: The nation reserves the right to develop, produce and store nuclear arms.
Current: The nation shall never produce or store nuclear weaponry for military purposes. Research and development of the technology is permitted.
Proposed: The nation shall never develop or produce nuclear weaponry but is permitted to allow allied nations to use its territory to store nuclear weapons or conduct nuclear weapons research.
