Bill: Federal Congress Act

Details

Submitted by[?]: Hosian Civic Union

Status[?]: defeated

Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Voting deadline: July 4280

Description[?]:

This act will do a number of things:

- Restore the historical name of the legislature.
- Make it so that to receive funding a party must form an official Caucus in the Federal Congress.
- Government funding is apportioned according to the numbers of legislators a caucus has.
- Rename legislators to 'Congressmen' and 'Congresswomen' or 'Congresspeople' to be abbreviated as CP.
- Caucuses: A caucus must have at least 3% of the Assembly [currently 15 MAs] to be recognised as an official Caucus.
- Parties with less than 3% of the legislature can either form a caucus with another party or will sit in the legislature as independents but will therefore of course receive less funding.
- Make provision for a potential upper house [Senate] in the future.

OOC: This system is based closely on the UK's Short Money and France's Parliamentary Group system.

MessageWe will not support this bill.
It is a significant and unecersarry change and it also permits smaller parties to have less money than larger ones, despite the quality of said party and its ideas.

MessageOOC: Bigger parties need more money as they have more staff to pay etc. This is how it works in every country in the world.

MessageIf the name of the chamber was changed AMs would no longer make sense as there would be no Assembly for them to be Members of.

Random fact: "Jezvraljogadsrlji" means "Social" in the Jelbic languages.

Random quote: "The first step in freeing yourself from social restrictions is the realization that there is no such thing as a 'safe' code of conduct, one that would earn everyone's approval. Your actions can always be condemned by someone, for being too bold or too apathetic, for being too conformist or too nonconformist, for being too liberal or too conservative. So it's necessary to decide whose approval is important to you." - Harry Browne
