Chemical and biological weapons have been shown to cause undue harm to civilian populations. While some may argue that it is necessary to maintain a stockpile of biological and chemical weapons as a deterrent against attack, their use against civilian populations is devastating and utterly abhorrent to this nation's founding ideals and constitution. Therefore, we, the liberal democrats, propose that the following legislation be enacted to protect civilian populations from the immense damage caused by chemical weapons.
