MessageCentral government is using too much of the arts budget to subsidise pro-capitalist propaganda and mind-numbingly decadent entertainment for the rich and privileged, like opera. At least if arts spending is devolved to local government, then councils under socialist and communist control will be able to spend the people's money on the people's art, by which I mean true art, that seeks to raise class consciousness and increase awareness of the flaws of capitalism and the glories of communism.
