Upon the passage of this Act... Section 1 the Taghe shall become autonomous political units with authority over all areas of governance granted to them by His Exalted Highness and those areas which are not granted to any branch. Section 2 Each taghe shall be headed by a Shad (Governor) appointed by the H'an and serving at his pleasure. The Governor shall retain a veto on bill passed by the legislature and actions of the (responsible) taghe's executive council. Section 3 Each Taghe shall have a legislature comprising of a lower house elected by property owners in the taghe and an upper house comprising of members of the local nobility. The houses shall possess equal authority in all matters except for money bills which may only originate from the lower house. Section 4 The judiciary of the taghes shall be organised along federal lines and its members shall be elected (for life) in joint sessions of the legislature. Section 5 The H'an may suspend a taghe government where he views it to threaten the peace, security or well-being of the nation or other taghes. |
