If, say, there is a crowd full of pedophiles roaming the street, looking for children, wouldn't you want the police to disperse them before they get to THE CHILDREN? However, a band of pedophiles roaming city streets is likely cause for a state of emergency, so we'll only allow police to disperse crowds during a state of emergency. |
