| For more than a century, the Hutorian Proletarian Party - now the Ataraxian Confederation, has pulled together an excess of $10 billion to spend on our next large project since the creation of 64 underground communes in Adelia. Project Ataraxia is the result of more than 100 years of research, planning and contributions (financial or labour related) from more than 3 million Hutorians. The 64 communes we created all the way back in September 4160 for $3.2 billion have proven to be economically, socially and politically sustainable. While these communes continue to provide an idyllic life for 51,200 Adelians, advancements can be made in automation, energy production (we rely on geothermal energy) and the scope of research facilities. The aim of Project Ataraxia is to plan and construct an advanced underground commune that is capable of housing 1,000 residents. The Commune of Ataraxia will represent the pinnacle of sustainable and cooperative societies and will serve as a benchmark for current and future communes to come. We desire to build this commune in Adelia, ideally somewhere remote, but still close to our other communes (they are also remote). Not only will this commune grow most of its own food, extract its own resources and manufacture the majority of its consumer goods, but it will also be a center of scientific research and development. Notable facilities planned (all small scale and underground, with necessary connections to the surface): 1. Hydroponics facility 2. Geothermal power plant 3. Small launch pad for experimental rockets (each launch will require permission from the Kingdom of Adelia), our dream is to launch a successful satellite or probe 4. Medical research facility 5. Particle accelerator (collider) (roughly 1 km in diameter) Other notable planned research and development projects: 1. Small arms 2. Surgical lasers 3. Synthetic meat 4. Neural prosthetics 5. Cryonics Due to the relatively small scale of the facilities, production on all projects at once will not be possible and development will likely vary between projects depending on the expertise of the residents. Passing this bill will do the following: 1. Authorize the purchase of 10 km^2 of remote unused land in Adelia, ideally close to the present communes, for the price of $2.5 billion (this is about as high as we are able to go for land budget) 2. Grant political autonomy to the Commune of Ataraxia, recognize the Ataraxian Confederation as an autonomous association of 65 communes that function as an enclave in the Kingdom of Adelia 3. Subject the Ataraxian Confederation to an 8% tax on all income (including donations) and freeze any resident's bank account for the duration of their residency in the enclave, subsequently excluding individual residents from any additional tax (residents are not paid throughout their residency) 4. Any rocket launches or other impediments on air space will require the consent of the Kingdom of Adelia, in addition to the sale of weaponry 5. The Ataraxian Confederation agrees to the following additional restrictions: a. to never, store, develop or research chemical, nuclear, biological or other weapons of mass destruction b. to never spy on or engage in aggression to the Kingdom of Adelia or any other state for that matter c. to freely share all scientific discoveries and research with the world d. to give access to authorized authorities from the Kingdom of Adelia to inspect the communes to ensure compliance e. any research, development and or production of weaponry, including ammunition shall require the authorization of the Kingdom of Adelia - handled on an individual case by case basis Representing this bill is the Ambassador of the Ataraxian Confederation, Dr. Vinal Parish. |

| Message | Mr. Speaker I am pleased to rise in this house today to announce that our caucus supports the continued aims of the enclaves that our government has continued to support for the past fifty years. We have maintained a state of peace and brotherhood with our fellow Adelians that chose to live on these communes. We will support the creation of this Confederation within the Kingdom of Adelia, though we do note that we must raise our concerns about the creation of small arms in these communes, despite their "peaceful" ideology and movement and most openly ask why small arms production would be needed at all, when there has been no violence towards the communes and, unless reports have been given to the Royal Adelian Provincial Police Service, none being done within the communes. | Message | Mr. Speaker, We seek to produce small arms in accordance with our ideology of self-sufficiency. Currently our 2,048 militia (32 security personnel per commune) are armed with semi-automatic rifles and even use tranquilizers for rare confrontations with dangerous wildlife. For internal security, we essentially have no appropriate defense weapons available and would desire to design and manufacture our own to enhance our self-sufficiency. Our current plans only involve research and development into a submachine gun. While we have virtually no internal security issues in our communes, we would still like to be prepared if the event arises. It should be noted that any production of small arms would be on a small scale and despite being listed first on our additional plans, it would be a low priority. Furthermore, we are more than willing to restrict the sale of such arms to Hutorian authorities and allies (the Kingdom of Adelia holds the authority to approve/disapprove of individual sales). - Vinal Parish Ambassador of the Ataraxian Confederation |
