OOC: I've taken the liberty of creating a bill for RP'ing the all-party parliamentary Select Committee on Foreign Affairs. For the sake of simplicity, I suggest just assuming each party has 1 member each on the committee (who will almost certainly not be a party leader, BTW).

The Select Committee does not really have any major power, although it does command influence, and can issue independent reports etc.. It also has powers to compel witnesses to attend, and can require information etc. to be handed over for scrutiny.

Hope this is OK, but let me know what you all think of this.

In the meantime, I think this would be a good opportunity to allow the Hulstrian Ambassador to explain what his government has been getting up to re: the threatening letters sent to the SDU etc. :)

I thank you for giving me the time to address this committee.

I wish to express how sorry I am that Mrs Peters and Mr Klopper have been targeted in this way. Despite not seeing eye to eye politically, we do not wish them any bad blood.

That said, I must fully and completely denounce accusations made towards my government that have unfortunately appeared in the world press and have triggered a number of copy-cat accusations from people like the Malivian Ambassador to the World Congress. For some reason he has it in for our nation.

However, after some investigation, I think I can help with your enquiry.

Our IT analysts have examined our embassy computer systems thoroughly and can say for certain that IP addresses inside our embassy were used to send two blackmail messages. One to a personal mail account at the Department of Health and one, also, to the offices of the VBR party. We have looked at who was in the building on the dates and times of sending and also close to those IP locations. We have cross-referenced their movements and have drawn up a small list of people who may have been involved in sending them.

Top of that list is this person ***holds up two cctv capture photos of a young man ****. He is Klaus Brecht, a courier who brought packages to two separate departments at the embassy that match the IP locations, on those days and at the times the emails were sent.

Mr Brecht, our information shows us, is a paid up member of the Communist Party in Dorvik. He is also someone who protested vociferously on the streets and on social media when the SDU broke away from the Communist Party - I understand there is still a lot of bad blood in some quarters of the party about this schism.

Now, I cannot say for certain, but would it not be a perfect way to vent some anger at the Socialists while driving a rift between Hulstria - an anti-communist nation - and your own government by sending this blackmail message?

Yesterday, we made a tentative enquiry to the courier company where Mr Brecht worked to ask him to make another delivery, but we were told he is no longer employed there. He quit his job not long after the second email was sent.

So, although we do not have absolute proof, it is our assertion that this man either individually, or as part of a wider Communist Party strategy, sent the emails in order to create a rift between our two countries. We find this behaviour utterly contemptible and hope the Dorvish government and this committee will see through this tactic.

But, please, do not take my word for all of this - study the evidence, speak to your security services and, most of all, speak to the leader of the Communist Party who I'm sure will be delighted to confirm Mr Brecht is one of his comrades - ask him what he knew of this matter. Did he possibly release his attack dog to do his bidding or was Brecht perhaps acting as a lone wolf?

I will now remain to answer question until released by this committee.

Mr. Chairman,

This is obviously a very serious matter, which the police and security services will need to fully investigate.

I can confirm that Klaus Brecht is a member of the Communist Party. He has been a member for the past 5 years, during which time he has served 3 times as a delegated to our annual conference, and he has served 2 terms (a year each) as membership secretary for a local branch party in Kordusia.

As a party, we are completely opposed to harassment, intimidation and death threats. If any of our members were found guilty of this, they would be subject to immediate disciplinary action. Anybody who has sent death threats would certainly be expelled.

However, as the saying goes, "Guilty until proven innocent". We now need to await a report from the police.

In the meantime, as a precaution, I would urge all public figures, government departments and political parties to review their security measures.

OOC: I propose the next stage in this will be that the police arrest Klaus Brecht on suspicion of sending the death threat to the Minister of Health. The Communist Party will then suspend his membership. Later, after he is convicted, he will be expelled from the party. Let me know what you all think and any thoughts/ideas you have etc. :)

Firstly, this is clearly a very difficult situation, and we support the actions of the DKP in chasing up this link of Klaus Brecht.

However, I feel I must now put my own evidence forward. I've already spoken to the police, and didn't want to infringe on their investigation by speaking publicly about it.

Shortly before the emails were sent, the government of Hulstria requested permission to have their ambassador, Herr Voller here, speak to the SDU about the treaty and try and convince them to support it. We told them that the Ambassador's opinion in politics was valued and gave them our blessing. We expected them to peacefully discuss the matter as agreed.

Now, whether Voller was unable to do so, or did so, I don't know. But it seems quite worrying to me, the closeness of these two events. Did Voller send these emails as part of an attempt to influence our government? We would of course have to analyse the evidence put forward by Voller in this Committee, as I'm sure police will, to find out their validity. But we must be cautious that this is not a ploy by Voller to cast blame on the Communists, especially considering their country's treatment of them. I never thought I'd say this, but we must be careful not to let the DKP be blamed unduly.

No offence intended, Herr Voller. I'm just proposing an alternative theory.

No offence taken. As you correctly point out It was our intention to speak to the socialists about this matter but, after reflection, my government decided otherwise believing a direct approach may not have the desired effect. As you know, we have some wider concerns as to why we believe this treaty is necessary, but we decided it would be better to speak of them in private with you and your president and then it would be up to you to convey the information to the other ministers.

The timing of this is coincidental. True, the events happened close together but the signing or otherwise of the treaty was high profile news, so it is understandable that many events related to it could or would be sparked around the same time.

I understand your need to propose an alternative theory but, in all reality, if it looks like a communist plot, smells like a communist plot and the communists admit involvement in the plot, then - by God - it is surely a communist plot!

As before, I will remain to answer any further questions.

MessageQuite. Still I hardly feel your government's evidence alone is not enough for a conviction, it would need to be validated by police, investigated, ensured that it is legitimate. You can see my concern. It also seems like something of a flimsy plot, on Brecht's part. I mean, what if the SDU supported the bill? I don't know, I just feel that we must investigate further before coming to any definite conclusions. We must not rush to judgement.

However, before I go I would like to place on record Hulstria's gratitude to the Dorvish Government for agreeing to offer Hulstria protection from nuclear threat. The policy agreed by The President, Foreign Minister and Defence Minister that, in effect, "striking Hulstria is striking Dorvik" is very reassuring indeed and should secure a great peace.
