Passing this bill will bring it into an international treaty given the consent of all involved:
This agreement represents the new age of the world in the investments of all other countries worldwide in the goal of research and development; such values cannot fully be implemented without the cooperation of each other. In the best interest of medical and botany fields alike this bill will represent each country and allow for more peaceful foreign relations.

This bill will enact the following:

Article 1. Each nation signed into this treaty can be asked by another nation to conduct research on the local flora of the nation.
Article 1-a. Any nation may ask another nation to form an expedition on either's soil but it is in both nations right to refuse under reasonable grounds.
Article 1-b. Both nations must agree to mutual research cooperation and as such will share any findings with each nation involved in the expedition.
Article 1-c. The nation being asked can send a state official under the categories of military, political, medical or research if deemed necessary; the number of representatives can be negotiated by the countries/nations communicating with one another.
Article 1-d. Any nation involved with an expedition may choose to evict foreign scientists for reasons of national security or the safety of the expedition team may appear to be at risk if communicated with the foreign government and given a week long notice.
Article 1-e. Although unnecessary the results of continued research of a plant after its discovery is encouraged to be shared to the medical community and (if proved effective) produced on a global scale with the expedition and research nation's leading the development.
Article 1-d. In the event of multiple countries wishing to endeavour to discover possible new plant life in a single nation all countries involved have the right to a share in the discovery given that part of the team that discovered said plant is of that nationality.
