MessageCitizens are issued with id cards but not required to carry them? I can see how we need those. Its not like they do the *exact* same thing as passports. Or birth certificates. Or driver's licences.

How exactly does having extra indentification achieve anything but wasting tax-payer funds?

Parties complain that the size of the Senate is too large and think that that is how we achieve big government. Big government is achieved by spending money where it is simply not needed and this is the best example of it.
