Votes: This bill requests an early election. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline. Elections will be held immediately if the bill passes.

Description[?]:

RESOLVED:
(1) That a referendum be held with the question "Do you support the grant of special plenipotentiary powers to Reichskanzler Nimitz to deal with the so-called 'Volksstaat' in Southern Hulstria within and beyond the scope of the law?"
(2) That in the case of a vote in the affirmative, Reichskanzler Nimitz shall be granted the right to do everything in the pursuit of the defence of the state against the agents of the so-called Volksstaat.

(OOC: The idea is that these early elections represent a referendum designed to ferret out Communist sympathisers or, alternatively, to show that they lack support, thereby constituting excellent propaganda against them. Of course if the vote goes against the Reichskanzler (ie if he and his allies lack a majority), it will never be allowed to be conducted fairly, and fraud will be committed showing a dictatorial margin in favour of the proposal. I think it'd be interesting to RP that if Nimitz loses, the Party refuses to acknowledge it, commits fraud and comes down on dissent so hard that it causes a possible intervention.)

After having given your call for suggestions to deal with the Communist threat some thought, I believe the best course of action is to show once and for all that these so-called popular revolutionaries lack support. Part of their lure is that Comrade X is allowed to claim that he has the true support of the people behind him. This is, of course, a falsehood, and it must be exposed! By showing that the vast amount of the people support the Party's efforts, we can deal a serious blow to Communist recruitment.

Of course, we cannot allow a direct election and we should not concede our principle of the unity of state and party. But by putting the question to the people, we can dispel the illusion of popular support. I therefore concluded that the best solution to this problem, short of simply intensifying our current efforts, would be to call a referendum directly relating to the issue of dealing with the Volksstaat, which we all know the Party will win resoundingly.

Message(OOC: I think this makes perfect sense from a RP standpoint. Nimitz is scared that he lacks the influence constitutionally to carry out the policies he regards necessary. Hence a referendum such as this is perfect, if it goes in favour. Ultimately I'm feeling something along the lines of:

1. Conflict breaks out between Hulstrian Party and People's Party.
2. Conflict continues with People's Party suffering serious losses.
3. At some point WC intervenes in Hulstria, either due to this war or subsequent violations, anything could cause this.
4. Communists capitalise on conflict on two fronts.
5. Radikale Fraktion deposes Scholz and joins People's Party as government collapses.
6. Democracy is implemented, possibly with Istalian Occupation.

This works in that regard and I think it aligns closely with your plans. I'm not sure how the Septemberists fall in this.)

Re: how the Septembrists fit in, as you might've noticed Geraniengau is now so fed up with Nimitz that he is prepared to contact the Septembrists and throw his full weight behind a Rothingren-Traugott-Okatori restoration. He also knows the Septembrists are as anti-Communist as he is (he fears them because he's an aristocrat).

So, in case Nimitz wins, the timeline looks like this:
1) Geraniengau looks a right fool given the fact that he has now given Nimitz the power to make things worse
2) The violence Nimitz will presumably use will likely legitimise the People's Party's cause
3) Geraniengau meets with Commandant Kleinemann of the Reichsbürgerwehr to secure an alliance; he arms the Reichsbürgerwehr
4) WC intervenes in the meantime
5) The war is total chaos given that it's now effectively part of the WC forces and Reichsbürgerwehr vs. the regime vs. the People's Party and part of the WC forces.
6) Geraniengau openly joins the Septembrists and takes a good deal of his supporters with him, forming the New Imperial Hulstrian Party.
7) The party collapses, democracy is implemented (most likely following the Septembrist model)
8) Septembrists will most likely try to implement a constitutional ban on anti-democratic and racialist parties

If Nimitz loses:
1) Nimitz defrauds the referendum and goes nuts, possibly using his powers on the other factions as well
2) Geraniengau is fed up and defects to the Septembrists, proclaiming a Septembrist provisional government and swearing allegiance to Otto III.
3) This leads to the situation where there are three claimant states in the Crownlands, leading to civil war.
4) WC intervenes due to atrocities committed by the unhinged party forces in the civil war.
5) Regime is displaced, democracy implemented.

If Nimitz loses and in the unlikely event that the Moderates emerge as strongest faction within the Party.
1) Nimitz defrauds the referendum and goes nuts.
2) Geraniengau makes common cause with the Radicals to displace Nimitz as Reichskanzler, charging him with abuse of power in the meantime.
3) As Reichskanzler, Geraniengau opens negotiations with the Septembrists but refuses to speak to the Communists.
4) Civil war breaks out between the Party and Septembrists on the one side and Communists on the other. Possibly a hardcore loyalist faction complicating things.
5) Geraniengau asks the WC to intervene and help shore up the legitimate government and aid the transition to democracy.
6) Party is dismantled, a democratic constitution is introduced.

If Nimitz loses and the Radicals are the largest faction, I imagine this happening:
1) Nimitz defrauds and goes nuts.
2) Radicals ally with Moderates to force Nimitz out and charge him with treason.
3) Radicals then reveal themselves to be in league with the Communists.
4) Geraniengau refuses to accept this and joins the Septembrists to fight against the Communists.
5) Civil war breaks out; possibly the WC doesn't intervene.
6) Somebody wins.

MessageOOC: Guys, I've slept on this, as is always best when you are not sure, and taken advice from a few others as to the best way forward.

So despite thinking it is a very good RP I am not going to vote for it right now.

After speaking to several people I think it is beginning to dilute the international conflict RP too much and forcing other players to sit back and not get involved because the internal situation is getting too confusing. As my role is to get as many people involved in the whole particracy community, I think guaranteeing having Nimitz as the pantomime villain for a bit longer is good for the situation and gives outside countries a defined target to aim at without over complicating.

So, I would suggest we hold onto this until the international community has invaded Ostland to start liberating and perhaps then, with his back against the wall, and the communists gaining further ground in the south and east he has to risk all for total power and blows it.

Then, it will be up to all contributing players i.e both ourselves in Hulstria and the liberating forces sent by the WC to sort out the mess. In that way we can maintain the framework of the original international RP but spice it up with the internal shenanigans at the right moment.

You possibly don't agree but I can only go with my gut on this.

What is this? What are you attempting to do here? Do you believe I need to consult the people to know they love me and endorse my decisions wholeheartedly?

The answer is NO to this tawdry suggestion. I am Reichskanzler, I control the vast majority of support in this party and I will not be beholden to a tiny minority of dissenting voices who think they know better and would use the communist nuisance to undermine me.

Further, whilst I may need full consent to prosecute a war outside our borders, under the rules of the State of Emergency I have proclaimed I am more than within my rights to taken any action necessary to remove the communist threat within this nation. I do not need a referendum to grant me plenipotentiary powers. When it comes to doing right by Hulstria I am the law!

Now, Herr Geraniengau, I suggest if you wish to remain a member of The Party you re-take your seat and look to work with me not against me. The same goes for you Herr Scholz, your supporters have been given considerable positions within my cabinet to reinforce our unified approach. If that is not the case they can be easily removed.
