Dear Congress, we need to talk about our armed forces, in a modern way.

ARTICLE ONE AND TWO: The use chemical or biological weapons in warfare is dreadful. Our nation should pledge that we would never use these kinds of weaponry that are mostly directed against civilians. Yet, we want to gradually destroy biological weapons in Baltusia. That's why we are not proposing to throw away the Chemical Weapons we have in storage yet, and promise to use them only as a defense strategy.
The first article says explicitly "The Nation should neverĀ [...] store biological or chemical weaponry, for military purposes". This Bill will give the authorization to our army to keep and store the chemical weaponry that were produced in Baltusia to date, yet the production of it must be stopped immediately when approved.

ARTICLE THREE: Understanding the importance and outrage of a crime such as treason and terrorism, we must not let our courts take decisions that are so irreversible as the death penalty.

ARTICLE FOUR: Due to the dangerous quality of the land mines for the civilian population, the decision of the use of these must be restricted. This restriction consists on the approval of the use of Land Mines by the President- Commander in Chief and the Minister of Defense, in a joint authorization.
