Description[?]:

Whereas, the constitution of the Republic of Beluzia provides for constitutional civilian government.
Whereas, the rules of Particracy provide that government emergency-powers may be repealed by a simple majority of the congress.

The following is enacted by the Beluzian National Congress:
Sec. 1.) All Emergency powers previously granted or implied shall be repealed.
Subsection a.) This section shall not be interpreted to constrain any powers contained or implied in the Beluzian Constitution or in
any RP Constitution that may be established at a later date.

Sec 2.) Any Military or Police action that is done by a government member in violation of constitutionally afforded powers shall be
deemed illegal.

Sec. 3.) Violation of this law shall be determined by a majority vote of the congress, except as provided for in Section 8.
Sec. 4.) Upon conviction of this law, new elections shall be held if the convicted was the president or is of the president's party.
Sec. 5.) If the convicted was a member of the cabinet, then a new cabinet shall be composed wherein the party of the convicted minister may not hold a seat.
Subsection a.) If the National Congress shall fail to create a cabinet 3 times, new elections shall be held.
Sec. 6.) All sanctions contained within this bill shall expire after a new election.
Sec. 7.) This law not apply to any actions done by Paramilitaries, unless such actions constitute Civil War as determined by a majority vote of the Congress, except as provided for in Section 8.
Sec. 8.) If any majority shall constitute a majority by itself, then all votes described in this act shall require a 2/3rd vote.
