Since only our nation and Selucia has ratified the treaty there is no need to withold our ratification. We already have other treaties descriping our friendship and brotherhood with our ally Selucia. Furthermore the universal declaration of human rights already covers the essential parts of this treaty, thus making it unnessecary.
