Religion is a personal matter and the government and it's officials should neither condone nor condemn any one religion and religion in general.
The government has no business encouraging missionary work or doing the opposite.
Government officials represent the government and if they wear visible religious clothing while performing their duties, it will look like government is taking sides in matters of religion.
