The present conditions for the intelligence branch permit acts of terrorism, which we do not condone, and sabotage, which is an act of war properly carried out by special forces under conditions of war. Permitting intelligence organizations such latitude as is currently available increases the likelihood of an unecessary war in the event of such activities being traced back to our government. Making it officially illegal gives us plausible deniability . . . Game options available with respect to extradition are not satisfactory, nevertheless the state must not only assure peace and good governance within its borders but with its neighbours also. The state should not be a refuge for criminals, neither would we wish those who have committed crimes here to go unpunished because they were outside our borders. Hence extradition treaties make for better foreign relations. |
