Description[?]:

As a nurse I have seen medications that have already been paid for being wasted time and time again. This bill will ensure medications are distributed to our citizens via doctors rather than destroyed by pharmacies.

Article 1
1.1 Government own facilities will be created to collect medications not in use.
1.2 Medication Collection Facility (MCF) department will be created.
1.3 Medications collected will be charged to the patient 20% of the original cost of the medication.
1.4 All profit from medications will be used to pay for MCF cost.
1.5 The department of justice along side with the department of Health and Social Services will oversight MCF.
1.6 All concerns with local MCF will be handled by department of Health and Social Services.
1.7 Patients will be offered confidential review quiz to rate MCF experience and allow opportunity to improve.
1.8 All patients must recieve a information regarding the medication info and be aware of the second hand nature of medication.
1.9 Local MCF can accept donations from citizens but have to be transparent with any donation over 100,000 SOL

Article 2
2.1 Only Medications that have been supervised by licensed professional staff in public and private medical facilities can be collected by the MCF.
2.2 Home health medications that were not supervised by staff can not be collected.
2.3 Opened medications can not be collected.
2.4 Low income patients are of higher priority.
2.5 Polypharmacy must be evaluated before administering medications.
2.6 Administators of the MCF must be elected by local community.

Article 3
3.1 Medications can only be collected if the patient has been declared dead, discharged or have been unprescribed the medication.
3.2 The government can not take medications from a patient who does not fit the description above.
3.3 all un used medications shall be sent by a nurse, doctor, or facility administration to government facilities.
3.4 Nurse must have doctor orders before calling the MCF to send off un-used medications.
3.5 Medications that are crucial to patients life will be free.
3.6 All medication that are crucial to patients life can be collected 10 months after expiration date.
3.7 Medications closer to expiration date must be administered first.
3.8 Patients may take home prescription from the MCF.
3.9 MCF must encourage monthly check up with patients doctor.

Article 4
4.1 All medications collected should be stored properly and checked for expiration dates.
4.2 All patients who receive medication must have a chart sent to facility and kept on record to ensure patient safety.
4.3 Medication aids and few nurses must be on site to ensure no adverse reactions.

Article 5
5.1 Citizens can pick up extremely discounted medications from the MCF associated facilities.
5.2 Patient must have prescription before picking up medication.
5.3 All facilities who reduce medication waste by 70% without compromising patient well being will receive tax credits.
5.4 If a facility has compromised patient safety to receive the tax credit a hefty fine will be given.
5.5 If a facility has compromised patient safety to receive the tax credit more than twice in the last year the facility will be shut down.
5.6 All facilites who transports the medication to the MCF using their vehicles will be subject to a tax deduction.

MessageThe function of the proposed MCF appears to be collection of medications that will go unused due to unexpected circumstances, such as a patient who dies before completing their prescription or who heals faster than expected. We fail to see how incentives or quotas would address this.

MessageWhile their implementation may be advisible in general to prevent overprescribing, it does not seem that they would be effective in addressing disuse of already-prescribed medication as caused by unforseen circumstances.
