| Whereas foreign aid is critical to developing some underdeveloped areas of Terra; Whereas Rutania should be giving more aid to these nations and this aid should not be limited to disaster releaf; Whereas the giving of foreign aid often brings with it closer cooperation and better standing between recipient nations and Rutania; Therefore the current policy of only giving disaster aid will be revoked and be replaced by moderate amounts of general purpose foreign aid. ADDENDUM I The Minister of Foreign Affairs may approve such applications for foreign aid with the consent of the Parliament of Rutania. |
