As we enter the new era of freedom and democracy, it is vital that we spend our tax money accordingly. We are currently having a vast surplus, for no good reason. This is theft from our tax payers and ought to be spent accordingly.

We ought to respect the path our voters chose for our nation.

((OOC: not to mention the fact that the current budget is hilariously unrealistic, even by PT standards. H&SS are always the main expense of rl countries simply because it costs a lot more to operate a hospital than a school or whatever, having education or defence... or science(!) on that level is absurd.
