| Over the past decade, due to the policies of previous political movements, the Ministry of Defence found itself in a situation in which there was no room for manoeuvre. A large defence force with an under budgeted Defence Ministry. Seeing that politicians on both side of the spectrum do not wish to let strategic thought guide their decisions, the Kazulian Armed Forces will have to make the necessary steps towards ensuring (1) it defends the nations interests and its people (2) upholds international commitments and (3) maintains its prowess as one of the most effective combat forces in the world. With the geopolitical climate changing in response to the various conflicts and issues arising internationally it is imperative that the Kongeforsvar maintains its core purpose of defending the nation's interests and people wherever they are in the world. Due to the decision of previous governments to withdraw the nation from all diplomatic, economic and military agreements our nation is on an extremely unstable standing. We are no longer able to obtain military hardware and technology in-order to execute a full-scale modernisation of the defence forces. Noting that, although we have internal defence companies, there is only so much said companies can do, and thus we are moderately dependent on foreign agreements to allow us to facilitate (1) the acquisition of technology necessary for the Kongeforsvar's modernisation (2) the procurement of hardware not available in Kazulia (specifically, in the field of integrated defence systems) and (3) the modernisation and upkeep of our nations strategic nuclear assets (which is under nuclear ambiguity- meaning politicians are not allowed to confirm nor deny the assets' existence to the general public), the same strategic nuclear assets each conservative passing through the Stortinget wants to push legislation for. Seeing that due to these factors the Kongeforsvar is losing its ability to respond to any issue adequately, the following proposals are made in-order to ensure that the Kongeforsvar can champion its primary objectives. 1. The reduction of active and reserve combat personnel within the Royal Army and Royal Army Reserves from 180,000 to 120,000 and 270,000 to 100,000 respectively. A slimmer Royal Army will increase its ability to mobilise quickly. Currently (through RP), the Royal Army can deploy all active and reserve personnel within 3-4 days. We believe that this number needs to be reduced as it is imperative that our response to threats against us and our future allies be (1) swift and (2) powerful. 2. The reduction of reserve personnel within the Home Guard from 300,000 to 200,000. The Home Guard acts as our nation's Quick Reaction Force (QRF), meaning that they are usually the first to respond to military developments. It would be irrational for a QRF to not be able to deploy quickly. It will rid the Home Guard of its purpose as a QRF. Our primary objective by reducing these numbers is to reduce the mobilisation of the entire Home Guard from 72 hours to 24 hours, including distribution of equipment and dispatch of the unit to its allocated sector of the front. 3. The modernisation of the nation's signals intelligence array. Through an agreement with the Kingdom of Hutori (we have left due to previous governments), our nation served as a hub for signals intelligence throughout the world. Due to the work of various technological companies contracted by the Defence Ministry prior to now, we have developed RKAF Boovarsdalr. To those who have been left in the dark on this national entity, RKAF Boovarsdalr is a station of the Royal Kazulian Air Force, which provides communication and intelligence support to not only the Kongeforsvar but the Kingdom of Hutori and the Free Kingdom of Hawu Mumenhes. It is the most powerful and sophisticated Information interception station in the world. Simply, it is a massive integrated listening station that is respected internationally. The military has contemplated on expanding these capabilities through the launching of a military satellite into space, however this is still under deliberation for concerns of privacy. 4. The modernisation of the nation's missile defence, early warning and aerospace monitoring systems. As a founding members of NORDIC (Northern Defence Integrated Command) (OOC: The particracy version of NORAD), we have committed our vast resources in the field of information to monitoring and protecting the northern hemisphere's aerospace in collaboration with the Kingdom of Hutori (whom you could now come to conclusion is our closest ally or "sister/brother"). Although we have been able to move forward with the current systems, we believe that a modernisation will be necessary in the near future. Currently, our nations has NO ability to defend itself against intercontinental ballistic missiles. A nuclear power that cannot defend itself against nuclear weapons is unheard of. Asvald Gruppen (nationalised) and Viserby Defence Technologies (private) has been working jointly with other smaller companies on the development of a missile defence system however, they have advised that the development of the project will be slow due to budget cuts and the company's developments in other projects for the Kongeforsvar. 5. A renewed emphasis on younger officers. Since the military's abolish of the hierarchical system of decision making in which were micromanaged by high-level commanders rather than junior officers (it reduces combat effectiveness because it reduces a unit's ability to respond quickly because it has to wait for orders higher up in the echelons instead of making the micromanaged orders on their own) , it has decided that it must push for more younger officers as it moves forward. With more younger officers, the chance of fresh and new ideas being pumped into the pipeline will increase significantly, which would in return allow the military to change itself to adapt to the changing work (effectively). 6. The continued modernisation of land, air and naval assets. Since the Transnational Rearmament Programme, the military has been moving to modernise its systems in-order to be well-equipped when any instance of a negative development occurs. The military has spent around 400 Billion Krona on modernising its systems since the conception of the rearmament programme. We believe that will the current budget, the rearmament will have to be slowed down, and the modernisation of our older systems will have to be slowed down in a similar manner or halted. **As the nation moves forward we must ensure that our ability to (1) defend ourselves and (2) our interests, is kept at the highest standard. For nation's position as a western-thinking nation in an eastern thinking community is the perfect mixture for our nation not be properly welcome in the community. We must participate in instances within our region and the wider world, for they will have a major effect on how the world see us as a nation. OOC: Currently, negotiations are on-going as the Hulstrian War has ended and the Kingdom of Kazulia will be in participation (i will be representing since i have a greater understanding of the military "technicalities" and i will be keeping the Stortinget in formed on any proposals made. Gents, i take RP with Kazulia's military seriously because it is a unique-custom made system. I've spent real-life months, i believe I've spent 2 years along on moving Kazulia from a middle power, to a regional power and to a global power. I am always willing to explain the entire system to any player, I'm always interested to here anything you want to add or think would help in the development of any system in Kazulia.
