The Justice Minister addresses the legislature:

Colleagues,

Those of you who know me know that I am a through man, and as such it will not surprise you that since taking office I have thoroughly reviewed previous cases, fulfilling my mandate from the Pontesi people to root out corruption wherever it may be found.

My investigation is at an early stage, but I am bound by my duties of transparency to inform you that I have uncovered what appears to be evidence of serious wrongdoing by previous officeholders. I will not say at this stage who is involved - they are, of course, presumed innocent - but the evidence points to this being a serious matter.

I will continue my investigation but ask that the legislature grant me special powers for a period of one year to ensure that this is effective. These powers comprise:
- The right to make arrests without publicly disclosing the fact that they have occurred (as this may tip off co-conspirators)
- The right to hold arrested parties without charge for 90 days
- The right to intercept written and internet communications of suspects
- The right to require banks to provide banking records of suspects
- The right to offer immunity to cooperating witnesses
- The right to use the powers of the security services to pursue this investigation most effectively

I recognise, of course, that this will be alarming to the legislature and, in order to avoid any semblance of this being a political investigation, I am willing to fully brief one of the other major parties representatives on the investigation as it proceeds. This will avoid any suggestion that I am overstepping my bounds. Given the Ahmadi Front are the second party in the legislature, I would propose that they be the party briefed but I am happy to follow the collective will of the legislature as to who should be kept informed.

Mr Speaker,

I commend the previous speech by my colleague the Justice Minister to the house and urge its support. He has my full confidence in rooting our this corruption.

Given our overwhelming victory in the recent elections and the trust placed in us by the people of this great country, we have the legislative power to pass this measure without the support of other parties. Notwithstanding that, I urge other parties to support these reasonable measures so that those who seek to corrupt our great nation know that all parties of this legislature stand united against corruption, crime and greed.

In this spirit, while we can pass this measure using the 60 votes we have, we will only do so if at least one other party supports us in this measure.

Mr Speaker,

It is deeply disappointing that on such an important issue as this, no other parties have offered views on this debate. We prefer to proceed in a bipartisan fashion if possible, but we cannot wait indefinitely. If the other parties will not address the corruption in this country then WE WILL. I urge the other parties to consider this matter carefully.

Mr Speaker

What Minister of Justice asks for is clearly not going in the same line with our national laws. The minister can follow the legal procedures to fulfill his investigations.
But, as corruption is a serious issue, we agree in Ahmadi Front to support this measure ONLY if the Minister of Justice gives the parliament periodical reports about his investigations, as well as to allow civil society to follow the case.

We cannot allow this vital investigation to be impaired by the delaying tactics and bureaucracy of the PPPP. This is a matter of national security and they are complaining that the paperwork isn't filled out in triplicate?! Ridiculous.

Given we have support of the two main parties and > 75% of the votes we intend to proceed with this investigation, whether the PPPP like it or not.
