| Mr Speaker, The whole house will agree with me when I say that we must move with the times, and that is true nowhere more than in military matters. In today's dynamic world of asymmetric military threats it is critical that we have not only the latest technology but also a dynamic command structure which allows us to nimbly pivot to address these threats. As such, I am today announcing the formation of a unified SPECIAL OPERATIONS DIRECTORATE (SPECOPDIR) to combine the elite, specialist, covert and clandestine military and intelligence forces of our nation under a combined command structure. This will reduce duplication of efforts, ensure that all resources are made available in a coordinated fashion and speed coordinated decision making in rapidly developing situations. SPECOPD will be led by General Chevalier GEORGE BAXTER who will report directly, exclusively and confidentially to me as Defence Secretary. This new unit will comprise approximately 10,000 of our most elite and highly trained troops. They will have every resource made available to them and will train intensively to deal with robust threats including terrorism (both foreign and domestic), urban warfare and counter insurgency. |
