Description[?]:

This Bill, in all its sections, comes with the mindset of limiting the power parties can have over issuing early elections. For the past few years, the regular election cycle of Dundorf has been continuously interrupted by these aforementioned elections, and our party proposes legislation to limit such things. This is the second, revised version of said bill, implementing the changes suggested by the DPD.

Section I—

A party may not call early elections in any normal circumstances.

Section II—

Exceptions to Section I which could be accepted as legal overrides include, but are not limited to:

-A party has left the political area, and there is a significant vacancy in the Bundestag.
-A party has been banned from parliament and their seats are now forfeit.
-A party that holds the highest office in the land (Bundespräsident or Bundeskanzler, if the latter is legal) has shown that they are unfit for office or have failed to serve the position.

Section III—

If early elections have been called for any one of the exceptions listed in Section III, a party may not request yet another round of early elections.

Section IV—

Penalties enforced for calling early elections which do not fit the list of legal overrides, include, but are not limited to:

-Parties are not allowed to campaign for the next election.
-Parties may not endorse their coalition's candidate.
-If repeated infractions have been observed, a party's seats may be shifted back to pre-election numbers, or completely banned from the political arena.
