People of the Kongres,

In accordance with the lead policy of the Harding Administration, the Ministry of Health and Social Services has reformed the welfare system with changes to two pieces of legislation.

The first article of this bill designates the funding and management of homeless shelters to local governments. This allows local governments to decide on their policies to combat homelessness based upon local statistics and priorities because one size, does not fit all.

The second article of this bill establishes a welfare system, however it is restricted to a minimal wage with access limited to 4 weeks allowing the recipient to have enough time to obtain employment.
