Message | Mr. Speaker, Our goal is to bring democracy not only to our people. But also to the institutions we uphold. Therefor we propose to let the army's men elect their own leaders and let the army decide upon the use of land mines. Teobaldo Tavani, President of the CDF |

Message | Francesco di Nacosia-Rohan, Leader of LP: "Mr Speaker, we cannot vote in favor of this bill, because, about the first article, due to my personal opinions and hopes which I achieved to make accept to my party, we are now committed to abolish the personnel landmines for the terrible consueguences which with a massive use of the mines could come. Then, my dear collegues, I will be clear: the Armed Forces have nothing to do with the Democracy! The Armed Forces without a strong control by part of the civil, democratically elected authorities of the State can become themself a threat for the Democracy. The Armed Forces shall to be at the service of the State and act as the State want! The Armed Forces, furthermore, have to assure a behavior which must be adeguate to the ethical standard of the nation, not be left to decide on such important decision alone and without control. Finally, as already stated several time in the past, elections among the armed forces ranks and the troops is something adeguate for the "communist"! We cannot leave to the feelings of the troops decide who have to be appointed as officers! We need of the most skilled and expert, not of the most sympathetic with the troops! We don't need of Armed Forces which risk to become a State into the State, a parallel and dangerous entity. The Armed Forces should remain firmly under the control of the National Government! Thank you" |

Message | Emilia Beroen, ULD Whip & Deputy Leader: M Speaker, I can assure you that the soldiers know more about the army and who would make a good officer for their unit than most politicians. We support this article, as it removes politics from the armed forces. |

Message | Francesco di Nacosia-Rohan: "Mr Speaker, we cannot agree to the collegue of ULD, simply because the fact to "remove politics from the armed forces" it is simply a lie. Indeed, we think that internal elections cannot but only promote the formation of factions inside the armed forces. And this is another danger after the other mentioned about candidate officers more interested to like to the troops rather than boast their skills. And, Mrs Beroen, it is duty of the soldiers to know more about the armed forces, while the duty of the politicians is to control the soldiers and assure that they respect the directives of the Government and of the body which control the Government, the Parliament." |

Message | Andreatto di Nero, Minister of Defence, This bill strips power from the ministry of defence, which is an elected body as it is appointed by an elected president, of whom this bill would drastically reduce the power of. Hence, we vote against. |
