OOC: This is a means to consolidate management of the 2nd Terran War and associated conflicts underneath our current Nationmaster, Farsun (myself). Other players are welcome to have their input, comments, concerns and absolutely critique the management or otherwise direction of the war and Dorvik's role. Please feel free to reach out to me via PM, in-game or on the forums or on Discord.

"23.1 Role-play events between nations, such as wars, will be officially recognised if before they are commenced, in all of the concerned nations a RP event bill outlining the event is approved by a 2/3rds majority of all players with seats (not just those with seats who vote) and over 50% of the seats in the legislature. This bill must specify the necessary and possible consequences of the role-play event, as well as a clause that deals with the eventuality of one or more players becoming absent for more than a specified time, and how such an absence is to be interpreted in in-game terms."

As it stands as of (1/22/18) Malivia and Darnussia/Narikaton have begun their war, it was determined between the respective players in those nations that N&D would lose the war. From that point, Dorvish and Luthori intervention will likely be a fluid series of events that will likely end up beating Malivia. The tentative plan following the defeat of Malivia will be the implementation of a psuedo-puppet government in N&D and potentially in Malivia depending upon player agreement. In the event that Dorvish players are inactive it will be presumed the Dorvik re-called their forces and sued for the best possible peace terms.

It is with a heavy heart that I admit that we have been forced into war due to the barbaric actions of the Free State of Malivia against fellow Artanian nation Darnussia and Narikaton, a notable and stalwart ally of ours for centuries. The reckless ambition and attempts to undermine national sovereignty of several nations is a danger to peace and prosperity, not only to Artania but to the entire world. Malivia is acted recklessly, conducting and planning a war of aggression, violating the sovereign borders of a fellow Artanian nation as well as committing war crimes as they relentlessly shelled a lightly defended Darnussian and Narikatonite border post when they OPENLY violated Darnussian and Narikatonite sovereignty.

During these trying times it is commonplace for governments to change with elections, this is no different. The proposal before you is to establish the Ministerial Council for the Leadership of War (Dundorfian: Ministerrat für die Kriegsführung, MKF) composed of:

1) Wilhelm Franz von Bahr, State Chancellor of the Dorvish Republic
2) Karlheinz Hans von Färber, State Secretary of Foreign Affairs
3) Hanna Wu, Minister of Foreign Affairs
4) Generaloberst Reinhard Regismund von Rohr-Mauss, Inspector-General of the Armed Forces of Dorvik & Chief of Staff of the Supreme General Staff
5) Liebhard Anton von und zu Czimnetz, Minister of the Interior
6) Constantin von Desidier, Minister of Trade and Industry
7) Therese Kühne, President of the Dorvish Republic

Representatives from the various political parties with Deputies within the State Council and representatives from various other government branches will be invited to sessions of the Ministerial Council for the Conduct of War. The Ministerial Council for the Conduct of War will be permitted to issue Ministerial Decrees which will be binding legislation as if it were passed by the State Council. The State Council can overturn Ministerial Decrees by a simple majority vote. The duration of the Ministerial Council for the Conduct of War will be for the duration of the war, until peace accord, surrender or other method of cessation of hostilities.

Within the Ministerial Council for the Leadership of War there are several positions to be appointed and act with full authority of the Ministerial Council for the Leadership of War. Those positions are as follows:

1) Chairman of the Ministerial Council for the Leadership of War (Dundorfian: Vorsitzender des Ministerrats für die Kriegsführung) - Overall head of the Ministerial Council for the Leadership of War, charged with overall policy and direction of the war;
2) General-Plenipotentiary for War Economics (Dundorfian: Generalbevollmächtigter für Kriegsökonomie) - Charged with management of all budgetary, financial, economic spheres involving the war;
3) General-Plenipotentiary for Defense of the Homeland (Dundorfian: Generalbevollmächtigter für die Verteidigung der Heimat) - Charged with management of interior affairs including the police, reserve police units and all matters related to defense of the homeland;
4) General-Plenipotentiary for Foreign Administration (Dundorfian: Generalbevollmächtigter für die ausländische Verwaltung) - Charged with management of foreign affairs related to the sphere of the war;

The persons appointed to the above mentioned positions are as follows:

1) Chairman of the Ministerial Council for the Leadership of War - Wilhelm Franz von Bahr
2) General-Plenipotentiary for War Economics - Constantin von Desidier
3) General-Plenipotentiary for Defense of the Homeland - Liebhard Anton von und zu Czimnetz
4) General-Plenipotentiary for Foreign Administration - Karlheinz Hans von Färber"
