Submitted by[?]: Free Citizens' Alliance

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: October 4339

Description[?]:

The Control Chamber of Hobrazia is an institution responsible for auditing governmental spending and other kinds of governmental activity with regard to its legality, validity and effectiveness. The task of the CCoH is to look for any breaches of these three criteria, especially giving attention to signs of corruption and nepotism, and reporting such breaches to the judiciary and investigative authorities. Every parliamentary party has the right to choose two members of the CCoH presidium - such a member's term ends with the term of the Parliament. A member of the CCoH cannot hold any other state position during or after their serivice in the CCoH. Every member of the CCoH will be given a full range of tools to fulfill their work - every state authority is supposed to execute commands of the CCoH that serve the audit unless it is in contradiction with this authority's permitted scope of activities. Actions of the CCoH are classified, however in case of investigations taking place, the CCoH is obligated to present a raport in the Parliament no later than six years since the beginning of the investigations.

The bill creating the CCoH has to pass with 2/3 majority in order to be accepted and needs such a majority to be canceled.

MessageHobrazia has lacked a proper auditing institution for a long time. We believe that it's hightime we changed it and hope that the rest of the Parliament has the same opinion.

MessageWe think that this gives too much power to parties with very few seats. Could we perhaps make it relative to party size?

MessageIn our opinion the majority of the CCoH presidium should possibly be different from the parliamentary majority so that the controlling one is not identical with the controlled one.
